Your jbi.xml is incomplete. It is hard to say what the associated EIP is
supposed to do.
With the router EIP, you have:
* One provide section that declares the service to expose.
* At least one consume section, that declare the services this EIP can
invoke.

With the router EIP, if you have two consume sections, then only one of them
will be invoked: the first one if the condition succeeded, the last one
otherwise. If you have three services / consumes, then you will have two
conditions: the two first ones for the two first services to test, and the
last one as the default one.

And so on...
