[Users] Webconsole and jmx console can't connect to remote petals

I am running the distributed petals platform 2.3 and the webconsole 2.1 in apache tomcat.  If both petals and the webconsole are running on the same server, I have no problem connecting.  If I move the webconsole to another server then I can not connect to the remote petals server.  The ip addresses in the topology.xml file are correct ( not localhost ).  I have no firewall running between the 2 servers and I can see that the port 7700 is open when I do a port scan.

I have the same issue when I try to connect to petals through jmx using jconsole.  I have no problems if I run it locally but it will not connect if I run it on a remote server.

Any help would be appreciated.
