[Users] How to create the jbi.xml ?

That's right. ;)
Or you could do only one SA but with two SU. 
In this case, the jbi.xml will declare one archive for the BPEL component and one for the SOAP component.

In PEtALS, the jbi.xml depends on both the target component and the version of this component.
Check the component documentation for more details or the Eclipse plug-ins (still them).
The SU for the SOAP component will consume the service provided by your SU for the Orchestra component.
