[Users] How to create the jbi.xml ?

So if I want to deploy my BPEL process and access it from outside, I must deploy it on this two components :
 - petals-se-orchestra (BPEL engine)
 - petals-bc-soap (SOAP support for outside communication)

That's it ?
If "yes", I must create 2 SA (one for each component) ?

I need more details on jbi.xml :
The jbi.xml of SU depends on components used for the deployment of JBI ? or it's an independent declaration of "consumers" and "providers" of my bpel process ?
