[Users] How to create the jbi.xml ?

The easiest way to create all these configrations are with the Eclipse plug-ins I pointed to above.
File > New > PEtALS and then follow the steps. It's straight forward.

Otherwise, you will have to check into the documentation to get the details for each component.
