That's right ! 
To import an external web service in PEtALS. You can use the PEtALS eclipse plugin to create an SU/SA in the provide mode (new Petal Project -> Import a Service into Petals -> Use SOAP ). 
When deploying this SU/SA, the web service is accssible as JBI/PEtALS endpoint in the JBI/PEtALS container.
The BPEL Process deployed in petals must call this endpoint.
