[Users] Questions concerning WS-Notification

Hi all,
I am using Petals 3.0 Platform with se-notification, se-producer and se-consumer installed.

Is there any way i can display the existing topics and witch consumers are subscribed to it? Are they written down in a XML File or something? 

Can subscribtions as consumer or publisher, to any kind of topic, only be done when deploying a SA/SU Or is there a way I can subscribe a consumer to a topic at runtime?
