[Users] Petals Master Functionality

Can Petals Master play the role of agency of all the web service providers in a company ?  I'm looking for a software
to manage all the web services ,  and all the web service consumbers can
access web service via this software .  Looks like Petals Master can do the part of management pretty well , but I'm not sure if it can also accept the
web service request and route it to proper provider .   Is it required to coordinate with ESB to achieve it ?
