[Users] BPEL - Failed to find provided service

WSDLs should have been in:
SA
|-META-INF
|-SU
    |-META-INF
    |-foo.bpel
    |-foo.wsdl
    |-fooconcrete.wsdl

and the foo.bpel imports at least one wsdl. The location attribute of the <import> tag must be correct. You can check for that.
