On the BPEL subject, since you have a WSDL description of the service you want to orchestrate, you can use any BPEL engine, since the BPEL specification is intended to be implementation language agnostic.

Otherwise, on the .NET ESB, we can't help you that much. You can try to take a look at : BizTalk Server + BizTalk ESB Toolkit, NeuronESB, ...
