I do not know why, but this former message (http://mail-archive.ow2.org/petals-users/2008-09/msg00018.html) provides a small explanation.
To solve your problem, maybe you could use tcpmom.

Just make your PHP client call tcpmom, and plug tcpmom with Petals.
Thus, you will see what is the SOAP message sent to Petals by your client.
It may help in solving this issue.
