Sorry, my answer was sent before I finished it.
The Petals BPEL engine can only orchestrate Petals services.
Thus, an external service must be imported (made visible) inside Petals before it can be orchestrated. ;) 
To make an external web service visible inside Petals, you have to create a configuration (service-unit) for the Petals SOAP component.
