Hi Ben,

This is the stable release.

You are right, the BPEL creation changed, now you have to sketch a BPEL before using it. See the BPEL and SCA Sketching (http://doc.petalslink.com/display/petalsstudio/Petals+Studio+1.0) section in the release note.
Sketches => New Sketch => BPEL
