[Users] What about the artifacts repository?

A new directory appears into the petals platform 3.1. For our packaging, I deleted it. But it's created again at each start of Petals. So it seems more important than I thank. What is its goal? Why I must keep it absolutlely...and maybe how to use it through a mysterious service LocalArtifactRepositoryService ;).
