[Users] router.cfg example/documentation

Hi,

The modules activated in the NMR are not configurable by a router.cfg file any more.
The modules are engaged by a Fractal component composition, called 'ADL'.
You can find the file in the Jar 'PETALS_HOME/bin/server.jar', called 'JBI-Messaging.fractal'.

The idea of the authorization module is to handle authentication of incoming message request according to a target service, based on JAAS.
This module was experimental and has never been really used.
