[Users] DSB re-deploy service assembly

For now there is no official management console for the DSB, but there is a
Web service API you can use to deploy SAs in the DSB. Check out the DSB
documentation about that : http://research.petalslink.org/display/petalsdsb/

You can not update a SA like this because we do not support this type of
feature. You have to uninstall the previous SA and to install the new one.
