Yes, according to the source code, only one recipient can be set: see
org.ow2.petals.bc.mail.MimeMessageManager.setMimeMessageAttributes(...).
Replacing MimeMessage.setRecipient by MimeMessage.setRecipients should solve
your problem.

Which version of the BC Mail are you using ?
