[Users] security header with petals-bc-soap component

With petals-bc-soap v 4.0.10 I have successfully join my web service with
ws-security.
Important: If we use the petals-esb v 3.1 you don’t need too add the
“inflow” and the “outflow” parameter to your axis.xml in server side. If you
add this we will have error.
