[Users] When I connect ActiveMQ with JMS-bc, I get a PEtALSCDKException

When I connect ActiveMQ with JMS-bc, I get a PEtALSCDKException.
When I install su-JMS-TransitService-consume, I get a
PEtALSCDKException:Failed to create JNDI Initial Context :Cannot instaniate
class: org.apache.activemq.jndi.ActiveMQInitialContextFactory.
And I has installed the petals-bc-jms-3.1.1.zip and
petals-sl-activemq-5.3.0.zip.
I do not know why.
This is my project.
