[Users] security header with petals-bc-soap component

Does your external secured webservice return a reply with a WSS header ? If
true, you should declare also WSS on the OutFlow.
Moreover, you use a login in your SU 'provide' (usr) that is different from
the one declared in the callback (user), so the authentication should fail.
