If the JBI descriptor of your SU 'consume' is always the 'jbi-consumer.xml'
previously upoloaded, I think it's normal, because WSS is not activated on
request, only on response. So replace 'OutflowSecurity' by 'InflowSecurity'
(for an authentication purpose, it is not needed to have WSS enabled on
replies).
