As Roland said, most of the time, these problems occur when you use the « install » directory to install things automatically. 
Install and start tasks are performed in a single action. 
Most of the problems occur in the start action, not in the install action. 
But if you dont use standard installation way, you can not uninstalled an artefact that failed on start. 
If you use the standard installation way: jmx or web console, you should encounter less problem to undeploy things that failed
