[Users] Format Encoding in BC EJB

Hi, 

It's not related to the databinding engine used in the BC-EJB. If the monitoring is activated, the XML documents exchanged through PEtALS seems to be re-encoded by the monitoring.

I think this would be fixed in future release of PEtALS.
