Yes, it's possible.
First, you must expose your webservices inside PEtALS using the BC SOAP in a provider mode.
Second, you should create a routing service that compute the endpoint to call according to the requet content. A such service can be based on SE EIP, or it can be your own service.
Third, you should expose this routing service to the PEtALS outside using the BC SOAP in a consumer mode.
