Ok I found the problem.

When you copy the new petals-webconsole.war into webapps, the old webconsole deployement is kept in cache in the folder "work" (at the same director level that "webapps"). Delete these three files:

"petals-webconsole" (directory) (if the directory can't be supress, think to kill the java process who maintains a lock above)
"access.properties"
"password.properties"

And when you restart you petals by "startup" a webconsole deployment on again will be  automatically executed.

is that it works correctly now?
