[Users] How does bc-soap handle WS-Addressing in message header

What we have is an external WS-Notification host that publishes notifications and we want to use the bc-soap to bring these notifications inside the bus. We do not want to use the bc-soap to host WS-Notification. We just want to use it as a regular SOAP binding component. 

This feature can be supported by NOT looking at the WS-Addressing information in the SOAP header and treate these WS-Notification messages as regular SOAP messages.
