I am not really sure of what you are trying to do.
The current notification feature is just for sending notification to external services when a JBI message is sent to the JBI endpoint hosted by the SOAP BC.
What I understand is that you are trying to publish notification inside the bus through the SOAP BC and that you think that this notification message will be forwarded to a set of JBI services. This is NOT possible for now (but we are working on it for the next CDK version).

The WS-Addressing feature of the SOAP BC just allows you to use the WS-Addressing information to dynamically invoke an external web service, that's all.
