[Users] Start PEtALS as a Windows Service

That's exactly the case, I have shutdown trouble.
It's not possible to stop PEtALS correctly.
I also tried using launch4j.

It will be difficult to upgrade PEtALS to a newer version. We still use 2.2.1 which seems the more reliable than other versions.

Anyway, did JBI syntax change since 2.2.1? What about BC-SOAP (3.1) and SE-Orchestra?
I there are no changes I can try to change PEtALS version.
