The permgen space is the memory part where java class instances are stored. It does not contain object instances. So the number of object instanciation have no impact on this such memory exception. 

tbardey, have you install/uninstall component or deploy/undeploy service assemblies several times without restarting your PEtALS instance? I think that the problem is due to a false memory leak (due to singleton classes) in components.

So, increasing the permgen space is a temporary workaround. A fix should be made in the CDK and components to be sure that all components and CDK classes are correctly unloaded after a component uninstallation.
