[Users] How to generate a WSDL 1

I have restarted from scratch and know the expose service work well. 
But I still have a problem with POJO. 
I have followed the tutorial but when I install the component there is no operation invokable, WSDL empty :

Is it normal ? Have I forgotten a step?
