No doubt that BPEL is less performant than EIP (and I think this is true for all the BPEL engines).
The Petals EIP component works directly on the XML messages that go through the bus, while the Petals BPEL engines makes XML to Java transformation. 
However, I don't think such low performances are normal.

What is the pool size in your BPEL SU?
This parameter is visible in the jbi.xml of your BPEL SU.
Maybe increasing this value will improve the things. 

Also, have you turned off the debug logging? Logging everything will result in poorer performances.
Eventually, for your information, there is ongoing work on the BPEL engine to improve its robustness and its performances.
