[Users] BC-SOAP does not forward the error message

If hard-coded, i think that the class
org.ow2.petals.binding.soap.listener.incoming.PetalsReciever can be updated
in method "process(final MessageContext messageContext)", line ~180, setting
the mep to MEPConstants.ROBUST_IN_ONLY_PATTERN if the Axis mep is
org.apache.axis2.wsdl.WSDLConstants.MEP_CONSTANT_IN_ONLY.
