[Users] Limiting Service Consumption

Thanks for the quick reply, Vincent!

We are trying to limit the number of requests by all consumers to a particular service for fear of over-running that service. The idea is to launch a load balanced copy of the service if it is nearing some threshold, so the service is never overly taxed. So it's like an SLA, but instead of guaranteeing a service level to any one user, we are ramping up to meet all users' needs.

Ideally if the limit is reached we would get some kind of notification.

I'm not sure to understand exactly your need.
Are you trying to implement a load balancing on the consumer side? About your limit, what is supposed to happen once this limit is reached?
