[Users] Limiting Service Consumption

Hi,

Yes, the internal router of Petals includes a flow regulation that can be
configured service per service, but this feature is not documented
currently.

It is needed to reverse the source code to know how to configure the
regulation. The entry point for this reverse engineering is the class
org.ow2.petals.jbi.messaging.routing.module.FlowControllerModule of the
petals kernel
(https://anonymous:anonymous@svn.petalslink.org/svnroot/trunk/product/dev/prod/petals/container/petals-kernel).
The configuration seems to be based on a file named 'regulation.xml' to put
in $PETALS_HOME/conf. The content of this XML file is defined by:
