[Users] Limiting Service Consumption

So it's possible to regulate flow, it's just not user friendly (yet). 

In a similar vein, is there anyway to request the current latency for a
particular service? Say I didn't want to actively limit the service but
instead just wanted to know when it reached a certain threshold?
