[Users] Call ws from petals bc-soap with proxy

Because I have 2 plateforme installed in 2 differents servers, and they need
to communicate with WS But only the second server is authrized to call the
WS.
So I nedd to call the second bc-component in server 3 from the server 2 to
join the WS.
