OK. I confirm that the SOAP BC cannot handle services with multi-parts in a
message.
In your interface, your input message contains 2 parts: one for the payload
and one used for the correlation set. The SOAP request sent from a client
like SoapUI contains 2 root elements (under the SOAP envelop), which is not
consistent with the way Petals work (at least, such a use case was not
planned and is not supported anyway).

I suggest you to modify slightly your WSDL definitions.
Instead of referencing a part for the correlation set, use elements or
types. That should then work with the SOAP BC.
